Project: “Support to Bulgarian Ministry of Environment and Water for the implementation support to the regional water projects”, TA2019024 BG BP3, Contract CC 11560
On 15.10.2019 the European Investment Bank (EIB) concluded a contract with consortium Water Monitoring 2019 composed of Eurostart 2008 Ltd, Bulgaria and Enviroplan S.A. Greece, managed and represented by Eurostart 2008 Ltd, Bulgaria. The services delivery period is 47 months. The contract was concluded following an open tender procedure for services organized by the EIB. The purpose of the contract is to facilitate high quality and uniform implementation of 16 regional water infrastructure projects under OPE 2014-2020, in accordance with the standardized requirements of the programme, by providing horizontal support to the MA of OPE and targeted support for 16 WSS operators – beneficiaries, throughout the whole implementation period of their projects. The contract commitment complements all other support measures provided by the EIB to the Bulgarian Ministry of Environment and Water (MoEW) under the Project Support Services Agreement (PSSA), signed between the EIB and MoEW and entered into force in December 2018 and referring to the Memorandum of Understanding (MoU), signed on 12 December 2015, on Project Support for EU projects in Bulgaria for the programming period 2014-2020.

Project: ” Support EIB in preparation of the Baseline Report for the implementation support to the Bulgarian regional water projects “, TA2019023 BG BP3, Contract CC11075 of 30.04.2019.
The contract has been concluded between Eurostart 2008 EOOD and the European Investment Bank (EIB) folowing a procedure organized by the EIB. The overall objctive of the contract is to provide direct support for the effective implementation and management of strategic investments of 16 Water Supply and Sanitation Operators (WSSOs) financed by OPE 2014-2020 in Bulgaria. The specific objective includes an analysis of the requirements of OPE 2014-2020, which the WSSOs will observe in the implementation of the regional water projects, the possible risks and the progress of the projects in terms of spatial planning, preparation of public procurement and meeting specific conditions of the regional feasinility studies. Eurostart 2008 EOOD fulfilled the EIB’s assignment in 3 months, carrying out the relevant analyzes, holding meetings with the representatives of 15 WSSOs. The deliverable of the assignment is a Baseline Report containing a methodology for the starting phase of the projects, a register of the specific risks for each WSSO, risk mitigation measures, forthcoming public procurements, method for calculating a loan for financing of VAT, circumstances to be monitored, in particular the set-up of Project Management Units. The outcome of the assignment was approved by the Contracting Authority – EIB and submitted by EIB to the Ministry of Environment and Water (MoEW) under the Project Support Services Agreement (PSSA), effective as of December 2018 between the EIB and the MoEW, and referring to the Memorandum of Understanding (MoU) signed on 12 December 2015 on Project Support for EU projects in Bulgaria for the programming period 2014-2020.
